    Matt Evans

    CEO, Founder

    Chief Executive Officer and founder of The MWE Partnership, Matt was born and raised in Cranford, NJ, and moved to Maryland in 1998 to attend Towson University. He graduated in 2002 and immediately began a career in voluntary benefits at the age of 22. Matt married his wife, Kandis in 2012, they have a daughter, Mona, and a son, William.


    In the last 14 years, Matt has worked with over 1,000 companies and sold over $35 million in voluntary benefits. He accredits his success to the relationships he has built over the years with brokers (Financial Advisors, Health brokers, Property & Casualty agencies), as well as his dedicated & hard-working team of associates.


    Matt started as an Aflac sales rep and accrued over a decade of consistent success with the company. He realized the market was changing due to significant reform in health care. Brokers of all types began to frequently ask about other product lines and carriers. It became apparent that the need to be open to all top voluntary carriers was present for both brokers and companies alike.

    The MWE Partnership was then created.


    Matt and his team do not concentrate on a particular type of company, but rather concentration lies where the relationship exists. You can find hospitals, unions, construction companies, government contractors, and any other kind of company you can think of within his book of business. Matt is always looking to build new strategic partnerships with additional brokers, and is open to discussing new sales associate positions available within the MWE Partnership.

    Drew Skibitsky

    COO, Partner

    Chief Operations Officer and Partner, Drew began working with Matt in 2010 after graduating from American University in Washington, DC where he studied Business Administration and Spanish. At the time he joined Matt’s team it was growing rapidly and in need of someone to assist with daily and long-term operations. He began to wear many hats within the organization and spent his time helping all types of clients with their different service and operational needs. Thus allowing him to learn the business from the inside out.


    Since starting with MWE over five years ago he has helped the company grow its portfolio of voluntary benefits offerings, as well as streamlined implementation processes for new clients. He enjoys the opportunity to help employees choose benefits that are custom tailored to their needs and sees voluntary benefits as a great evolution from traditional employer-sponsored benefits.











    Dale Shaddock


    For 22 years Dale dedicated his life to the Health and Fitness Industry. He worked up and down the East Coast gaining invaluable experience running a variety of facilities from 8,000 - 36,000 sq ft, from $300,000 - $3,000,000 gross revenue, with staffs of 5–100+, when he and his family landed in Maryland in 2000. Dale and his wife Lori have been married 26 years this December and have three terrific kids Erika, Wade and Cole.


    After undergoing major neck surgery Dale decided to do something different and he changed careers completely. In 2007 he opened an Insurance Agency and partnered with Aflac. For the last 9 years he specialized in assisting businesses and individuals to meet their needs in choosing the right supplemental insurance products. He has helped hundreds of companies complement their current health insurance while trying to keep up with the constant changing health insurance demands.


    In the past 9 years Dale ran a successful Million Dollar Agency up in Delaware for 3 years where he received “Best of the Best” management honors and Presidents Cub in 2011. In 2014 he became the MD East/DC State Market Trainer for Aflac until this year when he received a call from Matt to come join the MWE Partnership Team in January of 2016.

    Cathlene Funk-Pauliny


    Cathlene Funk Pauliny, born and raised in northern Baltimore, started her career just prior to graduating from UMBC in 1998. Cathlene is one of our most valued assets, accumulating nearly 19 years of expertise specifically dedicated to the both voluntary benefits and work-site marketing. Cathlene and her husband, Todd, are proud parents to Paige, Peyton and Parker Edward and reside in Phoenix, Maryland. Cathlene serves on the social committee at Hillendale Country Club as well as being the 1st female board member of the areas premier skeet and Trappe club, LRSTC.


    Having specialized in the field of voluntary and work-site benefits for nearly 20 years of what would be considered the most revolutionary time in benefits history, Cathlene has forged solid and long lasting relationships with countless business owners as well as advisers and brokers alike. Client satisfaction and attention to detail are two of her best attributes.









    Scott Pevenstein


    Scott Pevenstein met MWE founder, Matt Evans, in 2010 and shortly thereafter embarked on his voluntary benefits insurance career with Aflac. His performance earned him 2011 U.S. Aflac Rookie of the Year Aflac, followed by becoming a member of the prestigious Aflac Presidents Club in 2012. Scott was appointed to Partner at MWE in 2016, where he serves as Vice President of Strategic Partnerships, a role in which his expertise and special focus on large broker partnerships and companies fuels the continued development of some of the strongest client relationships in the highly competitive voluntary benefits landscape.

    Scott is a 1998 graduate of Roanoke College, from which he holds a Business Administration degree. His illustrious past business endeavors include sales. management, and marketing positions with an emphasis on strategic relationship growth in telecommunications and national beverage distribution. He then expanded his entrepreneurial career by contributing to the launch of two successful companies in the global positioning system (GPS) and information technology (IT) sectors. Most recently, Scott continues to serve in an entrepreneurial capacity through his role as an original founding partner of Grilled Cheese & Co., where his influence has helped the company grow to four locations (and counting).

    Scott resides in Historic Federal Hill with his beautiful wife, Arika, and their pack of four-legged family members. In his spare time, volunteers with Animal Allies Rescue Foundation (AARF), and bettering the lives of United States veterans. He also enjoys working out, golf, surfing, and supporting his favorite teams, the Washington Redskins, Baltimore Orioles, and University of Maryland Terrapins.


    Melissa Lynch


    Melissa Lynch graduated from Towson University in 2006 with a degree in mass communications and marketing. It was in 2006 that she also started an internship with The MWE Partnership where she began her career in the voluntary benefits marketplace.


    Melissa manages over 300 payroll accounts ranging anywhere from small employer groups to large entities. In her time with The MWE Partnership, Melissa has been involved in all aspects of the business including but not limited to broker relations and the marketing, servicing and implementation for our clients. Melissa enjoys living in the Annapolis area with her husband Chaz and golden retriever Reagan.






    John Leckliter


    The most rewarding aspect of John’s career has been the countless relationships that he has built over the years with business owners and their employees. Those relationships were built helping business owners provide a cutting edge benefits package that offers greater financial protection for their employees. He enjoys assisting their employees in selecting benefits that fit their families’ needs and helps prepare for the unexpected.


    He began his career in insurance in 2004 with Aflac as a Producer. He spent 10 years of his career as a Special Projects Coordinator coordinating producers and enrollments of all sizes. He achieved President’s Club for 7 consecutive years with Aflac. He recently joined the MWE Partnership where his experience and expertise in Voluntary Benefits adds great value.


    John has resided in the Annapolis area for the last 30 years after moving from Prince George’s County in 1986. John loves to go to Redskins, Orioles and Washington Capitals games with his wife Michelle in his free time. He is looking forward to games with his son Camden who was born in 2016. John is a sports enthusiast, running one Fantasy Football League each year and participating in Fantasy sports year round. He also referees youth and high school football.


    William Fedo

    Office Manager / Customer Service

    Will started in the insurance industry in January 2012, as an agency recruiter. Shortly after his time recruiting, he moved into a benefits consultant role, where he helped small companies develop benefit packages. Since January of 2016, Will has been in Human Resource, and Office Management representing The MWE Partnership.








    Sarah Robertson

    Sales Coordinator

    Sarah Robertson, was born and raised in Greenbelt, Maryland and began her career in 2001 as a marketing intern for Aflac. Sarah graduated with a Bachelor in Business Administration, Cum Laude from Towson University in 2002.


    Sarah has 15 years of experience with business to business sales, marketing, broker development, sales management and providing clients and their employees with exceptional customer service and benefit knowledge with the supplemental voluntary benefits market. Sarah is an elite member of Aflac's President's Club which only recognizes the best in the business.


    Sarah manages a team of top producers which include her husband, brother in law, mother and close family friends. Sarah recently married her husband, Jason in October 2016. In her spare time, Sarah loves to travel the world, and enjoys long distance running and has completed two JFK 50 mile ultra-marathon's. She volunteers and mentor's at risk youth and women who suffer from addiction.


    Sarah lives in Annapolis, Maryland with her husband Jason and their French Bulldog, Frankie.



    Stephanie Rigdon

    Executive Assistant

    New to the East Coast Stephanie Rigdon hails from Indiana where she has a Bachelor’s in Psychology from Indiana University. After moving to Virginia Stephanie started her career in insurance at GEICO where she even earned a spot in the top quartile for sales.


    Recently her husband’s promotion prompted Stephanie, her husband Josh and their son Oscar to move from Virginia to Maryland where The MWE Partnership was in search of a uniquely qualified Execute Assistant.


    Stephanie started with The MWE Partnership in 2016 and has been a vital asset to us, both as our Executive Assistant to Matthew Evans and helping lead our voluntary Life Insurance Department. She holds her Health, Life, Property and casualty Licenses.
